If Clifford Sifton and Frank Oliver got in an argument on who was more racist it might end up being a pretty close battle. Clifford Sifton could argue that his open door policy was actually very restrictive and only allowed whites from Europe and North America. But Frank Oliver would take the cake by arguing the fact that his policy on immigration was restrictive and exclusive. He allowed many of the same groups the opportunity to come but each person had to have a minimum sum of money but this minimum changed for each race making it harder for "less desirable" races. Who do you think was more racist?

Actually, I don't know what is gained by looking at how racist either man was.
In reality, they were enforcing a policy given them by the government. Both men might have been in fact (as individuals) not racist at all.
Moreover, you need to look at the time to understand these men Tanner. They were a product of their time. If you go back far enough you'll find even guys like Abraham Lincoln uttering racist things; it's just how it was back in those days. I'm not trying to forgive the racism...just understand it. People in the past always fall short of those in the future when we straight-up compare them.
Try to understand a person by walking in his shoes; that is, by stepping into his time, culture and worldview. What would it have been like to have lived in the 1880s?
