I get that America is a very liberal country but when i was there this summer i found thier laws and way of thinking very... confusing for example: they dont have universal health care, but they dont have to wear helmets when doing about 120m/h on the highways in some states, (and yes in some places you are alowed to go 120). and the other thing was they'r against drinking and driving yet they sell beer and other forms of alcohol in gas stopps, and in some states you can by as much fireworks as u want but your not even alowed to use them in that state and then in other states you can shoot them off your front lawn! i dont get how thier reasoning works....

From experience, yeah it is confusing
I think it is essentially that every state is almost like its own nation with its own sets of rules. Major stuff such as capital crimes, war with other countries, etc. they act as one America, yeah, but other than that, yeah, states laws don't coagulate well at the border.
Think Iroquois Confederacy, but 10x bigger and 100x more complicated
