After the British conquered the French in North America in 1763, the French Catholics became subjects to the British Empire. The British had four choices: 1. Deport the French to a different colony or back to France. 2. Don't make any changes and allow the French Canadiens to continue business as usual. 3. Aggressively assimilate the French by prohibiting their language, customs, laws and religion, and make them into British subjects. 4. Reach a compromise with the French and allow them to keep some of their laws, ancient rights, etc. The British choose a somewhat strange option, the fourth one. This was the start to basic freedoms and equality of all people. With the Quebec act the French people could even hold power in the government, the conquered peoples holding power? Religious freedom was also allowed. Why can’t all countries grant their own citizens the basic rights and freedoms that he British Empire granted their conquered peoples?

The reason all countries don't grant such rights to citizens is every country has a different history and political culture; it just so happens that we're fortunate enough to have benefitted from a legacy of British institutions that made tolerance, accountability, rule of law, etc. important.
You'd think liberty and individualism would be things all people everywhere would regard and value equally as something desirable; however, not every culture values the individual or individual freedom as ours do.
